Excavators, loaders, dozers, rollers, skid steers and scissor lifts do not need an HRWL but operators must be competent, and most sites require evidence such as an RII unit or verification of competency, plus a White Card.
Plant that needs a High Risk Work Licence
HRWL classes relevant to plant hire include:
- LF — Forklift truck
- LO — Order-picking forklift
- WP — Boom-type elevating work platform (boom 11 m or more)
- CV — Vehicle loading crane (10 metre-tonnes or more)
- CN — Non-slewing mobile crane (over 3 t)
- C2 / C6 / C1 / C0 — Slewing mobile cranes up to 20 t / 60 t / 100 t / open
- DG — Dogging; RB, RI, RA — Basic, intermediate and advanced rigging
Plant that needs competency, not a licence
Excavators, wheel loaders, backhoes, dozers, graders, rollers, skid steers, telehandlers (used with forks) and scissor lifts do not require an HRWL. But WHS law requires operators to be trained and competent, so principal contractors commonly ask for a nationally recognised RII unit, a verification of competency (VOC) or an industry card such as the EWPA Yellow Card.
The White Card
Anyone carrying out construction work must complete general construction induction training (CPCWHS1001) and hold a White Card, which is recognised across all states and territories.
Heavy vehicles
Driving tippers, water carts and floats requires the appropriate heavy vehicle licence class (MR, HR, HC or MC).
